After you beat the elite four and get the National pokedex you will find ONE of the legendary dogs randomly somewhere in the grasses of mainland Kanto (not the islands). There is only one dog per game and it is based on what your starter pokemon is.

…My highest level pokemon is a level 83 Blastoise.My other five highest are level 50 max.My Omanyte,I am traning him to be just as strong as Blastoise.And there are two ways to get Mew.The first one,was only available as a promo In Peoria,Illinois.You would trade one of your weak pokemon for a level 5 Mew.But it was last year.The other way,which I am not so sure of,is put a Magikarp into the daycare til’ it’s lever 42.Then take it to the pokemon center,and it should evolve.I am still expirementing with this.But,IT IS CRUCIAL THAT YOUR MAGIKARP HAS ONLY ONE BATTLE.(The one it had with you when you caught it.)
